The Biden administration sent a letter to Gov. Sarah Huckabee Sanders last month saying Arkansas had underfunded the University of Arkansas at Pine Bluff by more than $330 million over the last 30 years. The Education Department looked at how much Arkansas had spent per student at both the flagship University of Arkansas and the historically Black University of Arkansas at Pine Bluff from 1987 to 2020. The University of Arkansas was funded by the 1862 Morrill Act, which gave land to states they could sell to establish colleges that taught agriculture and the 'mechanical arts.
